The Konzession under § 46 PBefG (the German passenger-transport law) is the foundation. Without it, no one can run a Mietwagen business in Germany. The application isn't a formality. The authority checks you as a person, your finances, your premises and your cars. This list shows you what you need. Before you go to the transport authority.
How the checklist works
The papers come in four blocks. First: your personal proofs. Police clearance, driving-suitability register, P-Schein and professional competence under § 3 BOKraftV. Second: your finances. Equity proof (2,250 euros for the first car, 1,250 euros per additional car). Plus clearance from the tax office, health insurance and Berufsgenossenschaft (BG, your industry's compulsory accident insurance). Third: the business. Commercial register extract, business address, parking spots and vehicle registrations. Fourth: the forms themselves. Application under §§ 46, 49 PBefG. Proof of Rückkehrpflicht. And the fee.

The exam is run by the IHK. It covers traffic law, tax law, social insurance, labor law and business skills. Those with 5 years of documented management experience in a passenger-transport business can apply for recognition without exam.
›How much equity must I prove?
Currently 2,250 euros for the first car. And 1,250 euros for each additional car. For 5 cars, that's 2,250 plus 4 times 1,250. That's 7,250 euros. The authority wants to see equity. Not just a loan promise.
